The bill was submitted by Republican Congressman John Snyder on January 7 for the 2026 legislative session. House Bill 1039 (HB 1039) aims to establish a "Strategic Cryptocurrency Reserve Fund" independent of the state’s fiscal system and authorizes the Florida Chief Financial Officer (CFO) to manage crypto asset investments within an established risk control framework.
