China News Service Beijing, February 7 (Reporter Lv Shaowei) — On February 7, at the Beijing Municipal Market Supervision Work Conference, it was announced that this year Beijing will focus on investigating monopolistic behaviors in public utilities, platform economy, and other sectors. The city will also thoroughly address prominent issues such as counterfeit and substandard products, false advertising, predatory pricing, and illegal advertisements, aiming to establish a market order characterized by high-quality, fair prices, and healthy competition.

The meeting mentioned that last year, Beijing established 380,100 new business entities. By the end of the year, the total number of business entities reached 2,869,700, a year-on-year increase of 6.83%. Over 40% of these are technology-based enterprises. The survival rate of companies over the past three years has remained above 75%, with the quality of business development ranking first nationwide for three consecutive years.

Last year, Beijing launched the “Cloud Service” for credit repair, enabling 80,000 instances of business credit to be repaired seamlessly. Special campaigns were conducted to rectify illegal charges against enterprises, resulting in a refund of 108 million yuan, effectively reducing their burden. The “Scan Code Inspection” mechanism was improved, with the scan rate nearly reaching 100%. Non-physical inspections accounted for 70.6% of all inspections, significantly enhancing regulatory efficiency and effectiveness. The city promoted multi-scenario application of credit risk classification management, empowering precise regulation. The “No Disturbance” list included 550,000 enterprises, and a pilot “Comprehensive Inspection” was carried out, substantially easing the burden on enterprises.

In the past year, the National Medical Products Administration’s Medical Device Review and Inspection Center for Beijing, Tianjin, and Hebei began operations in Beijing. Six breakthrough reforms, including the pilot zone for rare disease drug security, were implemented in Beijing. Approval was granted for 34 innovative drugs and medical devices, ranking among the top nationwide. The first global high-molecular coloring agent for cosmetics was approved. The import volume of medicinal materials and medicines surged to first place nationwide, while medical device exports increased by 23% year-on-year. Beijing attracted 12 well-known multinational pharmaceutical companies to establish new R&D or innovation entities, and nine “Beijing-made” cosmetic products were included in the “Beijing Gift” program.

The meeting pointed out that this year, Beijing will deepen reform and innovation efforts to create a first-class business environment in the capital. The city will further reform business premises registration, promote standardized registration models for addresses, expand the application of electronic business licenses, and promote data interconnection of licenses and certificates. Local standards for company registration will be accelerated. Efforts will be made to streamline the “one-stop” process for restaurant licensing to support the thriving development of the catering industry.

This year, Beijing will strengthen the evaluation of “Scan Code Inspection” quality and efficiency, vigorously promote “Code Brightness Inspection,” and push for standardized non-physical supervision. A closed-loop mechanism of “district-level innovation, city-level empowerment, and nationwide promotion” will be established. Regulatory enforcement will be coordinated, integrating industry regulation and comprehensive law enforcement into two unified “lists.” Policies will be introduced to enable credit to empower high-quality development of business entities, expand the scope of “Exemption and Enjoyment,” and pilot innovative credit system construction. Digital and intelligent regulation of credit supervision will be promoted.

This year, Beijing will also focus on investigating monopolistic behaviors in public utilities, platform economy, and other sectors.
