He Xiaopeng's 2026 Two Sessions Proposal: Accelerate the development of regulations and policies to advance autonomous driving technology from L2 to L4

IT House, March 2nd News: During today’s afternoon media experience event for the second-generation XPeng VLA, XPeng Motors founder He Xiaopeng announced his 2026 Two Sessions proposal: accelerate the promotion of autonomous driving technology from L2 to full regulation and management policies at L4. He believes that L3 remains a “transitional state.”

Prior to this, XPeng Motors released a test team’s internal factory Robotaxi testing video. Equipped with the second-generation VLA, the XPeng GX can perform complete operations such as in-place start, autonomous driving, side parking, passenger pickup, and restart in a driverless and unmapped park environment. XPeng’s senior autonomous driving product director @XP-Candice Tingting explained that vehicles equipped with the second-generation VLA have passed third-party site tests, obtained Guangzhou’s smart connected vehicle road testing permit, and are currently conducting regular L4 open-road testing. She also stated that mass production of the second-generation VLA is imminent.

According to previous reports by IT House, He Xiaopeng stated in February this year that cars and AI are entering a new era of cross-domain integration, where intelligent cockpits and autonomous driving will merge into super intelligent agents. XPeng has long been focused on the physical AI field, investing in both physical hardware and AI, as well as computing power and data. Therefore, XPeng has great opportunities and confidence to become China’s first company to seize the “DeepSeek moment” in autonomous driving.
