General Administration of Customs issues interim regulations to standardize the management of "zero tariff" imported goods at Hainan Free Trade Port

Today (February 6), the General Administration of Customs issued Announcement No. 18 of 2026, releasing the “Interim Measures for the Operation of ‘Zero Tariff’ Imported Goods Business Venues and Supervision of ‘Zero Tariff’ Imported Goods for Residents’ Consumption within Hainan Free Trade Port.” The measures took effect immediately upon issuance. This move aims to thoroughly implement the requirements of the Law of the People’s Republic of China on Hainan Free Trade Port and the overall plan for the construction of Hainan Free Trade Port, further standardize the operation of duty-free shops within the port and the supervision of imported goods, and strengthen regulatory support for the implementation of the ‘zero tariff’ policy for island residents’ consumption.
