Fast Technology, March 6 — According to comprehensive media reports, recently, Xibei officially issued a notice clarifying the specific personnel scope for salary deferrals.

The scope of salary deferrals is extensive, covering city managers, coaching teams, store managers, service coaches, service managers, floor managers, department heads, delivery managers, delivery department heads, head chefs, deputy chefs, stall supervisors, and nearly all middle and grassroots management positions, affecting a large number of employees.

Meanwhile, Xibei stores are conducting large-scale employee layoffs. Many apprentices and service staff, who are outsourced labor, have been directly dismissed without any compensation.

Previously, Xibei launched a large-scale store closure: closing 102 stores nationwide at once, about 30% of total stores, affecting approximately 4,000 employees’ placements. The recent salary adjustments and personnel optimization are follow-up actions after the store closures.

It is understood that the actual management of Xibei is now fully handled by Dong Junyi. An internal source revealed that although the company has not officially announced Jia Guolong’s resignation as CEO, Dong Junyi has been presiding over daily management as CEO.

Since taking office, Dong Junyi has introduced several measures: reducing salaries for store management, requiring store managers to be responsible for store losses, canceling the original “arena system” management model, all aimed at helping Xibei overcome operational difficulties.

A Xibei store manager disclosed: “The boss (Jia Guolong) has always been quite benevolent; even during the most difficult times, there were no salary cuts or loss reductions required. Now he has stepped back, and the new CEO’s primary goal is to keep Xibei afloat. Everyone understands this.”

It is understood that Xibei’s operational difficulties began in September 2025. Since the controversy over pre-made dishes with Luo Yonghao erupted at that time, all Xibei stores have been in a state of full loss.

As of January 2026, Xibei’s cumulative losses exceeded 500 million yuan, with daily revenue dropping by up to 3 million yuan.

Meanwhile, high rents in core commercial districts and rising labor costs have further increased the company’s operational pressure, ultimately leading to a series of downsizing and adjustment measures.

Public information shows that Dong Junyi was an early member of Xibei’s founding team and had co-founded the company with Jia Guolong.

During Jia Guolong’s earlier exploration into the fast-food business, Dong Junyi served as CEO of Xibei; after Jia Guolong abandoned the fast-food venture and returned to company management in 2024, Dong Junyi stepped down from his CEO position.
