In 2026, the National People’s Congress and the Chinese People’s Political Consultative Conference for the first time included “Creating a New Form of Intelligent Economy” in their government work report, marking that artificial intelligence is shifting from “tool empowerment” to a new economic model centered on intelligence. Yang Changli, member of the National Committee of the Chinese People’s Political Consultative Conference, Party Secretary and Chairman of China General Nuclear Power Corporation, stated that we should promote original technological innovation, deeply explore the integration path of “Artificial Intelligence + Clean Energy,” and firmly hold the initiative in development.

The uniqueness and complexity of nuclear energy scenarios make them the best testing ground for AI applications. From data-driven intelligent decision-making to the cluster application of over a hundred specialized robots, AI technology is deeply integrated into every key stage of nuclear power design, construction, and operation & maintenance, continuously strengthening nuclear safety through intelligent upgrades.

In terms of data-driven and nuclear safety reinforcement, China General Nuclear has completed the full integration and localized deployment of the DeepSeek AI large model. Relying on domestically developed computing power infrastructure, it has built 18 data sets covering nuclear energy, new energy, and other fields, launched 13 typical applications, and achieved precise understanding and efficient handling of complex problems. The independently developed “Nuclear Power Equipment Welding Flaw Detection System” at Daya Bay Nuclear Power Plant completed 362 radiographic film inspections during two major overhauls, with a defect recognition rate of 100%. It compressed manual detection of a single film from five minutes to an instant, greatly improving detection efficiency and accuracy. The “Digital Twin Nuclear Power Plant” built by Fangchenggang Nuclear Power relies on AI-based 3D scene modeling to enable real-time visualization of production and operation, intelligent analysis, and scientific decision-making, successfully being recognized as a typical case of digital empowerment for high-quality development in Guangxi.

At the nuclear power operation and maintenance site, over a hundred intelligent robots are busy working, vividly illustrating the deployment of “promoting the rapid adoption of new generation intelligent terminals and intelligent agents” from the two sessions. At Yangjiang Nuclear Power Plant, the “Wukong” series robots successfully shortened the maintenance period of a 233-ton rotor by five days, saving 1,100 man-days of labor costs, while also avoiding millimeter-level gap operation risks; at Hongyanhe Nuclear Power Plant, inspection robots rely on 5G private networks to accurately collect data from over 1,100 monitoring points, achieving autonomous device status judgment and early warning, creating an unmanned “smart factory”; at the San Ao nuclear project, wheeled and quadruped robots form a “golden partnership,” integrating multi-dimensional data to monitor equipment status in real-time, injecting new intelligent energy into nuclear power operation and maintenance.

While deepening the intelligence of nuclear energy, China General Nuclear is extending AI capabilities into the new energy sector, vigorously promoting the construction of unmanned substations and upgrading operation & maintenance models. To date, the company has achieved over 4 million kilowatts of unmanned photovoltaic power stations, with continuous expansion. The independently developed “New Energy Nature+ Smart Operation & Maintenance System,” based on IoT and big data technologies, uses predictive health management of equipment to shift maintenance from “periodic repair” to “condition-based repair.” Over two years of operation, it has issued more than 1,500 early warnings with an accuracy rate of 80%, effectively reducing equipment failure rates.

Additionally, the “Computing and Power Collaboration” new infrastructure project proposed at the two sessions has been transformed within China General Nuclear into an intelligent “digital foundation.” Through proactive efforts in the new energy field, it has built a green energy ecosystem for the digital economy. China General Nuclear New Energy Company precisely connects with leading data center enterprises, providing full-cycle green electricity solutions through market-based methods such as green power trading and green certificate subscriptions. By 2025, the company has reached green power cooperation with industry giants like Huawei, Tencent, the three major telecom operators, and GDS Services, with a scale exceeding 30 billion kWh. This not only effectively enhances the absorption of new energy but also sets a benchmark for “computing and power collaboration, green development” in the data center industry.

Looking ahead, Yang Changli stated that China General Nuclear will closely follow national strategies such as large-scale intelligent computing clusters and computing-power and power collaboration. It will focus on building an integrated nationwide computing power monitoring and dispatching system, deeply expand direct connection projects for data center green power, and accelerate the construction of a green development ecosystem where “computing power—electricity” is deeply coupled through source-grid-load-storage integration, virtual power plants, and other technologies. This will provide clean, reliable, and efficient energy support for high-quality digital economic development and continue to foster new productive forces in the field of clean energy through intelligent economic innovations.
