On March 13th, the “14th Five-Year Plan” outline was officially released. The “15th Five-Year Plan” outline independently designates “building a modern industrial system and consolidating and strengthening the real economy” as its second chapter. Compared to the focus of the “14th Five-Year Plan” outline on “accelerating the development of a modern industrial system,” it achieves a systematic upgrade in positioning, direction, layout, goals, and mechanisms, providing a clear path for industrial development over the next five years.

First, let’s look at the new terminology. The “15th Five-Year Plan” outline explicitly states the adherence to the directions of intelligence, greenness, and integration. Compared to the emphasis of the “14th Five-Year Plan” outline on “high-end, intelligent, and green,” the newly added term “融合化” (integration) indicates that industrial development will accelerate towards comprehensive system integration across all fields.

Additionally, regarding the proportion of manufacturing, the deployment has shifted from “keeping the manufacturing share basically stable” during the “14th Five-Year Plan” to “maintaining a reasonable manufacturing share.” (CCTV News)
