Sun Dong: Actively Building a Local Microelectronics Ecosystem

The Secretary for Innovation, Technology and Industry, Sun Dong, attended the groundbreaking ceremony for the Yuen Long Innovation Park Semiconductor Equipment Manufacturing Base project and delivered a speech, stating that the National People’s Congress and the Chinese People’s Political Consultative Conference (Two Sessions) just concluded. The country’s 14th Five-Year Plan emphasizes promoting the deep integration of technological innovation and industrial innovation, building a modern national industrial system centered on advanced manufacturing, and strengthening the foundation of the real economy.

Sun Dong pointed out that the SAR government has been actively supporting the development of the semiconductor and microelectronics industries in Hong Kong, and is working to build a local microelectronics ecosystem. In September 2024, the Hong Kong Microelectronics R&D Institute was established, leveraging the complete industrial chain and large market advantages of the Greater Bay Area to promote the transformation of scientific research achievements from “one to N” and industrial development.

He emphasized that the SAR government will continue to create conditions for advanced manufacturing, adopt a multi-pronged approach to promote Hong Kong’s new industrial development, and welcomes more potential or leading innovative technology companies to set up factories in Hong Kong. Together, they will push Hong Kong’s microelectronics industry to new heights and contribute more to building an international innovation and technology hub and a modern national industrial system.

Government Network Computers Should Not Install OpenClaw

When meeting with the media, Sun Dong stated that he is aware of potential risks posed by OpenClaw, such as excessive permissions, data leaks, and system intrusions, which pose security concerns. Considering the uncertainties of OpenClaw, the Digital Policy Office has immediately reminded government departments not to install OpenClaw applications on computers connected to government networks at this stage.

He also advised organizations and individual users outside the government to take sufficient security measures, including strict isolation from other operating environments, strengthening credential management, and continuously monitoring official security updates, to reduce related risks.

Sun Dong Departs for Beijing in the Afternoon to Introduce the Asia-Pacific Summit of the Internet Conference

Additionally, Sun Dong will depart for Beijing this afternoon. Tomorrow, he will attend a press conference with Secretary-General of the World Internet Conference, Ren Xianliang, to introduce the upcoming 2026 World Internet Conference Asia-Pacific Summit to be held in Hong Kong. During this period, Sun Dong will also visit departments such as the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the State Administration of Foreign Exchange.
