ngl, data centers are just gonna keep draining local water tables regardless of what system they pick... "environmental factors" is such a copout excuse. empirically speaking, the evaporative cooling approach is fundamentally flawed when you're in water-stressed regions, but yeah sure let's pretend regional management will actually solve this.
