Domestic legal issues won't be mapped on a large scale within ten years because project teams are too focused on legality and compliance. The previous email response was due to legal concerns. Small-scale mapping is meant to appease domestic sentiment, fearing that Fan's hometown might be attacked. Overseas, mapping has always been normal, and they are even starting to discuss secondary mapping.
