The second move is to engage in territorial invasion and economic colonization of other countries. If you want to invest small and see quick results, you must target countries that are wealthy at home, preferably with minerals, and have relatively weak overall strength.

So the first is to capture Maduro in 2 hours with zero casualties, and the second is Greenland, a "no-man's land" with huge mineral, rare earth, and oil reserves.

Even the U.S. military can directly declare martial law without wasting a shot or shell, maximizing economic and geopolitical value.
