PANews, October 15 - Telegram founder Pavel Durov stated that the EU's “chat control” bill nearly passed, but was postponed due to temporary opposition from Germany, with the next vote expected in December. Reportedly, France is pushing for applications to conduct client-side scans of all private chats, while communication with law enforcement and officials is proposed to be exempt. Durov mentioned that the bill requires coverage from 65% of the EU population among member states to pass, and currently Germany, Poland, Austria, the Netherlands, the Czech Republic, Finland, Luxembourg, and Belgium oppose the “chat control” bill, preventing it from meeting the threshold; French politicians including Bruno Retailleau and Laurent Nuñez support it. Durov stated he will continue to warn users in various countries, and another vote may occur in December.
